Maybe we should run something to kill all the hostile mobs. Pretty sure MV has the ability to purge specific types of mobs.
There could be hundreds of bugged out zombies sitting somewhere and never despawning, eating up the spawn cap. Then if that chunk is ever loaded for any reason mobs would stop spawning. Given how weird chunk loading can be, it would be hard to pin them down to a specific area.
That's what my best guess would be.
